Restaurant Assistance Program

The American Rescue Plan Act of 2021, passed by the United States Congress, included the allocation of certain funds to be distributed by state and local governments. On July 19, 2022, the Douglas County (NE) Board approved the Restaurant Assistance Program to distribute a total of $700,000 to owners of local restaurants. Eligible applicants will receive a grant of up to $10,000 for lost revenue on a first-come, first-served basis.

 

By applying for this grant, the Business Owner attests to the following criteria:
  • The applicant’s business entity is a for-profit brick & mortar restaurant with an active Douglas County health permit in the food and drink category operating within city limits in 2019, 2020, and 2021 and has ongoing business as of the date of the application for funds
  • The applicant business entity was negatively impacted by the COVID-19 pandemic and had revenues of less than $1,250,000 during the calendar year 2019 and had a decrease in revenues from 2019 to 2020 OR had revenues less than $1,250,000 in 2020 and had a decrease in revenues from 2020 to 2021
  • The owner of the business entity applying for the funds does not own 51% or more of a separate entity applying for funds
  • The income tax and sales/use tax forms submitted with the Restaurant Assistance Program application are the same forms that have been filed with the Internal Revenue Service and the State of Nebraska
  • If selected for funds, the Business Owner will be required to complete and sign a ‘Business Owner Attestation Form’ authenticating that the business entity satisfies these requirements
IT IS ANTICIPATED THAT THE FUNDS WILL BE EXHAUSTED QUICKLY. LUTZ WILL REVIEW THE APPLICATIONS IN THE ORDER RECEIVED. THIS IS TRIGGERED BY PUSHING “SUBMIT FOR REVIEW” WHEN ALL REQUIRED DOCUMENTS ARE UPLOADED. INCOMPLETE APPLICATIONS ARE INELIGIBLE FOR REVIEW.

 

How to Prepare for Submission

1. Gather the following documents in an electronic format:

Proof of Restaurant Operations

  • Copy of Lease or proof of ownership (property tax statement) of restaurant location
  • Copy of the restaurant’s most recently filed Nebraska Sales and Use Tax return
  • Copy of most recent health permit
  • Copy of Nebraska certificate of good standing

Income Verification

  • The first three (3) pages of 2019, 2020 and 2021 business income tax returns (Form 1120, 1120S, or 1065), or if a sole proprietor, a complete copy of 2019, 2020 and 2021 Schedule C.

Attestation

  • Once the application is open, you will be asked to complete a restaurant and owner Attestation form digitally. Examples of what this will include can be found below:

2. For the best user experience, we recommend using a desktop/laptop. However, you will still be able to access the application via mobile phone or tablet if needed.

Timeline

APPLICATION: The application will open on Monday, December 12th, at 9:00AM CST. The application will close on Friday, December 16th at 9:00AM CST OR earlier if all funds have been claimed.

AWARD DISTRIBUTION: Communication will be sent to all applicants on Wednesday, December 21st, notifying you of your status.

 

Application Process

  • Step 1: Visit APPLICATION LINK (available on December 12th, 2022)
  • Step 2: Enter your email address to create a ThreadWorks account.
  • Step 3: Retrieve the verification email to activate your account.
  • Step 4: Upload documents securely via the application.
  • Step 5: You will see an option to “Submit” once all documents have been uploaded, forms filled, or items marked as do not apply.

    ThreadWorks is an online application used to exchange information securely. The platform will be used to collect documentation for the program and time stamp submissions.

  • How much will be awarded?

    Eligible recipients may receive up to $10,000 in funding.

  • How do I receive technical assistance for my application?

    Please reach out to support@lutz.us PRIOR TO the application opening.

  • How will I know if my application has been received?

    A verification message will show on the top of the application page once you press submit. You will also receive a confirmation email from notifications@thread.works

  • Who will decide which organizations receive funding?

    Grants will be awarded to qualified applicants in the order received until funds are exhausted.

  • How will funds be disbursed?

    Checks will be mailed to awarded recipients.

  • If I'm awarded funding, how can the grant be used?

    Awards can be used for business expenses. If questions arise, please check with your tax consultant.

  • Is there a deadline for the grand funds to be expended?

    September 1st, 2026

  • How will I be notified if I receive grand dollars?

    Lutz will send a confirmation email to all applicants notifying them of their grant status.

  • What if we operate in other countries or states outside of Douglas County?

    The business must have operated in Douglas County since 2019 through the time of application.

  • Are the funds considered taxable income?

    Yes

  • If I haven't filed my 2021 tax return, am I still eligible to apply?

    Yes, as long as you are able to show proof of revenue decline from 2019 to 2020.
